He first appeared in Green Lantern (vol. 2) #29 (June 1964) and was created by John Broome and Gil Kane. The character's name is a tribute to DC writer Bill Finger. Bill Finger was best known as the uncredited co-creator, with Bob Kane, of the DC Comics character Batman ( 2nd Image). Finger went on to give Batmans alter ego the name of Bruce Wayne, and later named his sidekick Robin (Dick Grayson).
